Summary

This bill requires the Department of Finance and Administration (DFA) to establish a schedule of review of special funds (and the programs they support) that do not revert to the general fund in the state treasury.

 

Each year, the DFA will develop a list that includes at least one-fifth of (with specific exceptions) all special funds in the state treasury that are recommended for continuance, reversion, repeal or amendment. The DFA will report the recommendations to the legislative finance committee and other appropriate legislative interim committees by November 1 of each year.

 

SB 616 is similar to HB 209, which requires the same annual review and report, but to the State Auditor instead of the DFA.

 

A possible concern regarding this bill is that it might result in the reversion of funds that are important to the ongoing conservation of the state’s land, air and water resources.
