This bill renames the County and Municipal Gasoline Tax Act as the County and Municipal Fuels Tax Act and grants authority to all counties and municipalities to impose a tax on retail sales of gasoline and special fuel within their jurisdictions.
It simplifies language authorizing uses of the tax to include “bridge and highway projects, including construction, reconstruction, repair or maintenance of bridges and highways, for public transportation.” It removes from specific permitted uses (among others): trails related to public transportation; the expenses of purchasing, maintaining and operating transit operations and facilities; operation of a transit authority; and operation of a vehicle emission inspection program.
The bill also provides for local administration of county and municipal gasoline and special fuel taxes. It revises the purposes for which bonds supported by the gasoline or special fuel tax revenue may be issued, including vehicles or other property or services required for public transit and highway or bridge construction and reconstruction, but excluding a vehicle emission inspection program. And it repeals the Special County Hospital Gasoline Tax Act.
A potential benefit of this bill might be improved highway and bridge infrastructure and public transportation, with greater local control, at the municipal and county level.
